COMMITTEE MEETING
Committee meetings of Hanover Borough Finance and Personnel shall be held at 7:00 p.m. in Council
Chambers, Administration Building, 33 Frederick Street, Hanover, Pennsylvania. (Enter through the Side
Alley door and proceed up the [3] stairs and to the left). Any person who needs accommodation in order

Agreement in the amount of $ 250,000.00.
5.06 Police Eligibility List:
a. Consideration of a motion to direct Civil Service to vacate the previous hiring lists.
b. Consideration of a motion to direct Civil Service to create an eligibility list for hiring through the
upcoming testing process with the Metropolitan York Police Testing Consortium.
c. Consideration of a motion to direct Civil Service to create an eligibility list for hiring through the
upcoming lateral transfer/certified police officer testing process.
6. Department of Planning and Engineering
6.01 33 Frederick Street – Community Meeting Room:
a. Consideration of a motion to authorize the execution of a contract with Lobar Associates, in the
amount of $ 341,832.81 to be funded through LSA Grant (Contract No. C000091546).
6.02 Cherry Tree 5 Preliminary Site Development:
a. Consideration of a motion to approve the Preliminary Site Development Agreement (site
improvements only).
6.03 44 Frederick Street – Public Safety Bldg. Firing Range:
a. Consideration of a motion to approve contract with XXXXXXX in the amount of $ XXX,XXX.XX to be
funded through community donors.
6.04 Warehouse Gourmet Bistro & Brew Pub – Final Release of Public Improvements Surety:
a. Consideration of a motion to authorize the full release of Public Improvement Surety in the amount
of $ 664.40.
6.05 E. Hanover Street CDBG Sidewalk & Curb Improvement Project:
a. Consideration of a motion to approve Change Order No. 001 in the amount of $ 19,400.00, with
Doug Lamb Construction, Inc., for additional sidewalk replacement area(s), to be funded by York
County CDBG.
6.06 302 & 302 ½ Third Street Preliminary / Final Subdivision Plan:
a. Consideration of a motion to approve the Resolution for the Preliminary/Final Subdivision Plan of the
David M. & Jane A. Ott / Dennis O. & Diane M. Winand property located at 302 & 302 ½ Third
Street, as recommended by the Planning Commission.

7.01 Jaycees Halloween Parade, October 29, 2026 (Final action)
a. Consideration of a motion to approve a Special Event Application for the Jaycees Halloween Parade
to be held October 29, 2026.

8.01 44 Frederick Street Public Safety Facility Change Orders: (Final action)
a. Consideration of a motion to ratify Approval of PCO #023 in the amount of $15,000.00 as
recommended by the Architect and as per staff report.
b. Consideration of a motion to ratify Approval of PCO #024 in the credit amount of ($4,850.00) as
recommended by the Architect and as per staff report.
c. Consideration of a motion to ratify Approval of PCO #026 in the amount of $5,154.00 as
recommended by the Architect and as per staff report.
8.02 Approval of PennDOT Reimbursement Agreement:
a. Consideration of a motion to approve PennDOT Reimbursement Agreement for utility conflicts with
