Hanover, PA – Main Street Hanover and the Christmas in Hanover Committee are proud to announce Donald Hamme as the 2025 recipient of the Andrea Niehoff Goodson Volunteer of the Year Award. This annual award honors individuals who embody the spirit of community, dedication, and holiday cheer that Andrea so passionately brought to Hanover throughout her life.

Donald’s commitment to the Hanover community runs deep. Known for his warm personality, humor, and authenticity, Donald is a familiar face at nearly every downtown event—always ready to lend a helping hand. Whether it’s assisting with the annual tree lighting, decorating downtown for the holidays, or volunteering with the Hanover Area Historical Society, Donald consistently goes above and beyond to make Hanover shine.

Each year, Donald dedicates countless hours to transforming the Warehime-Myers Mansion into a holiday wonderland for the Christmas Tree Tours, often using his own vacation time to complete the work. He’s also instrumental in designing and crafting ornaments for Christmas in Hanover fundraisers and helping restore beloved community icons such as Santa’s Cabin. From working tirelessly behind the scenes to make Christmas in Hanover magical, to sharing and promoting the town’s history during summer events, Donald’s dedication and impact shine all year long.

The Andrea Niehoff Goodson Volunteer of the Year Award was established to honor Andrea’s remarkable legacy as Hanover’s ultimate community cheerleader and Santa’s best elf. Her leadership of the Hanover Christmas Committee made the town a magical destination, bringing joy to thousands through cherished traditions like the 85-year-old Santa Cabin and the annual holiday parade.

Donald will be formally recognized as the Grand Marshal of the 2025 Christmas in Hanover Parade and honored during the Tree Lighting Ceremony on Saturday, November 29, 2025.

Administrative Approvals since August 20, 2025 HARB Meeting: Council will review the following Administrative Approvals since the August 20, 2025 HARB Meeting:

COA-2500678 MINOR PROJECT: 302 S. Washington Street – Tyler Mummert for the addition of gutter support guards to the front half-round gutter system, the replacement of the rotted gutter system on the rear of the house with ‘in-kind’ materials with half-round gutters as well on the carriage house, and the addition of leaf guard protection on top of the gutters. A motion to accept the HARB recommendation for COA-250030, CRITICAL PROJECT: 95 Steinwehr Avenue – Jacqueline White (remanded by Council for HARB Review-submitted 4/29/2025) for the confirmation and ratification of the vote taken by HARB at their August 20, 2025 HARB Meeting on a motion by Mr. Witt to recommend that Borough Council issue a Certificate of Appropriateness to approve the relocation of the house at 95 Steinwehr Avenue to the rear of 99 Steinwehr Avenue in the location of the current block garage conditioned that any changes to the rear of the structure be presented to HARB for their review. The motion was seconded by Mr. Spitler at that meeting. Chair Stone called for a Roll Call vote of Board members at their September 17th HARB Meeting to ratify that motion, and the vote carried 4-to-2 with 1 absent Board Member.

Council will consider individually the following motions to accept the recommendations of the Borough of Gettysburg Historic Architectural Review Board (HARB) following its review of Certificate of Appropriateness project applications presented to the Board under New Business at their September 17, 2025:

A motion to accept the HARB recommendation for COA-250077 MAJOR PROJECT: 75 Springs Avenue – for the construction of a 9ft x 9ft storage shed.

A motion to accept the HARB recommendation for COA-250074 MAJOR PROJECT: 105 Chambersburg Street – for the proposed demolition of the existing steps, handrails, and left-side planter at 105 Chambersburg Street in order to install a new door, handrails, and ADA-compliant ramp.

A motion to authorize the solicitor to prepare a proposed ordinance and to publish the same for the subsequent intended enactment by the Borough Council in order to amend the Gettysburg Historic District Ordinance, Chapter 11, Part 1, Section 106 of the Code of Ordinances of the Borough of Gettysburg, for the purposes of modifying and clarifying the requirements for an affirmative vote of the Borough’s Historic Architectural Review Board in order to come into compliance with the provisions of the Pennsylvania Municipal Historic Districts Law.

A motion to authorize the solicitor to publish, for the subsequent intended enactment by the Borough Council, a proposed ordinance amending Chapter 15, Part 10, Section 1003 of the Code of Ordinances of the Borough of Gettysburg, for the purpose of designating certain northernmost portions of Hillcrest Place (on both sides of that public street) as residential parking permit street areas.

A motion to authorize the solicitor to finalize a proposed ordinance, amending Chapter 15, Part 4, sections 406.2.A. and 406.2.B. of the Code of Ordinances of the Borough of Gettysburg, and to publish the same for intended enactment by the Borough Council, in order to designate the entire second block of York Street (on both sides of that public street street), located between Stratton Street and Liberty Street, as areas designated for on-street metered payment parking subject to a twelve-hour maximum parking time limit.

A motion authorizing the Borough Parking Department to remove a certain metered individual public parking space located on the east side of Baltimore Street adjacent to real property with a designated street address of 304 Baltimore Street due to public safety concerns.

A motion authorizing the Borough of Gettysburg to execute and deliver the Temporary Construction Easement Agreement with Gettysburg Works, LLC, its successors and assigns, owners of property identified by street address 344 Baltimore Street, in connection with construction of a new facility at 340 Baltimore Street referred to as the “Gettysburg Welcome Center Project”.

A motion authorizing the Borough of Gettysburg to execute and deliver the Permanent Easement Agreement with Gettysburg Works, LLC, its successors and assigns, owners of property identified by street address 344 Baltimore Street, for the construction and maintenance of a new sidewalk and fence, to ensure the continued integrity of the sidewalk and fence and to provide access to the Property for the purposes of installation, operation, inspection, maintenance, repair, and replacement of the sidewalk and fence, in connection with construction of a new facility at 340 Baltimore Street referred to as the “Gettysburg Welcome Center Project”.

A motion to authorize a COLA increase for retired police pensioner Larry Runk, to be paid from the Police Pension Plan effective September 1, 2025.

A motion consistent with the Memorandum of Understanding (MOU) with the Gettysburg Area Retail Merchants, Inc. (GARMA) to approve free holiday parking for the 2025 holiday season, from Thanksgiving Day through New Year’s Day. Free parking is designated every day from 8:00 a.m. to 8:00 p.m. during the holiday season with the exception of Fridays, Saturdays and Sundays, on which days of the week parking will be paid as usual during normal metered parking hours. The designated free holiday parking areas, as requested by GARMA, are as follows: Lincoln Square, the first blocks of Baltimore Street, York Street, Carlisle Street and Chambersburg Street, and the first block of Steinwehr Avenue.

A motion to authorize the solicitor to prepare a resolution for subsequent consideration of adoption by the Borough Council for the purpose of appointing Maher Duessel, a firm of certified public accountants registered in the Commonwealth of Pennsylvania, as the independent auditor of the Borough of Gettysburg during fiscal year 2026, in order to perform the examination and audit of the accounting records of the Borough for fiscal year 2025.

A motion to authorize the publication for intended enactment by the Borough Council of a proposed ordinance amending the text of the Gettysburg Borough Nonuniformed Employees Pension Plan for the purposes of modifying and clarifying the definition of “compensation” therein.

Champion Center for Leadership and Workforce Development Completes Phase Two, Launches Next Stage with New Auditorium Project

Tech Pathways at the Champion Center for Leadership and Workforce Development on Carlisle St. in Hanover

Hanover, PA – The Champion Center for Leadership and Workforce Development (CCLWD) has completed Phase Two of its multi-stage renovation, marking another step in transforming Hanover’s future leaders and workforce. Phase Two included the renovation of 4500 square feet into a state-of-the-art automotive training center, which is now the home of Hanover Auto Team’s Tech Pathways Apprenticeship.

The Phase Two renovations created a central training center where students can engage in hands-on automotive technical training and mentorship. Students will also benefit from leadership development through Every Day Champions Leadership Curriculum.

“The most valuable part of Tech Pathways was the supportive environment that encouraged my growth and development. I’ve not only built technical skills but also learned important lessons about leadership. With the new space, I’m even more excited for opportunities ahead and the impact it will have for future students.”, said Zachary Collier, a Tech Pathways Apprentice.

The addition reflects the center’s commitment to bridging education, leadership, and workforce readiness, ensuring the next generation is equipped with both the practical skills and leadership qualities needed to succeed.

The Gettysburg National Military Park Museum & Visitor Center Remains Open During Federal Government Shutdown

Visitors exploring The Gettysburg National Military Park Museum & Visitor Center

Gettysburg, PA—During the Federal government’s lapse in appropriations, the Gettysburg National Military Park Museum & Visitor Center and its complex, owned and operated by the Gettysburg Foundation, will remain open during regular hours to welcome and serve visitors. The Museum & Visitor Center is open daily from 8 a.m. to 5 p.m.

While many services typically provided by the National Park Service (NPS) are paused during the shutdown, the Gettysburg Foundation is continuing to operate the Museum & Visitor Center and provide access to a wide range of visitor experiences, including:

  • Film, Cyclorama & Museum Experience: View A New Birth of Freedom followed by the dramatic light and sound show of the 360-degree Gettysburg Cyclorama painting. Then, explore artifacts, interactive exhibits and short films that bring the stories of the battle to life in the Gettysburg Museum of the American Civil War.
  • Licensed Battlefield Guide Tours: Continue by bus and car. Car tours require reservations.
  • Shopping & Dining: The Museum Book Store and Battlegrounds Café & Grille remain open for shopping, snacks and meals.
  • McKenna Foundation Resource Room: The Resource Room is open with Gettysburg Foundation volunteers available to help guests explore Civil War ancestry and begin research.
  • Tickets & Maps: Visitors may purchase tickets to Foundation programs and obtain maps at the Ticket Counter and Friends Desk.

Stone Containing Dinosaur Fossil on “Dinosaur Bridge” Vandalized

Gettysburg, PA— Staff at Gettysburg National Military Park (NMP) report that one of the capstones of the South Confederate Avenue Bridge over Plum Run, best known as “Dinosaur Bridge,” that contains a dinosaur fossil, was vandalized on Thursday, September 25. At approximately 1:30 pm, park maintenance staff discovered a large cap stone missing from the bridge. They soon found it below the bridge along Plum Run. Evidence suggests a heavy object was used to strike the stone and pry it free, causing it to fall—or possibly be dropped—during an attempted removal. The capstone measures approximately 30 inches long by 18 inches wide by 4 inches thick. The fossil, a

Anchisauripus (Ank-ee-sore-ih-puss) track, a dinosaur that lived during the Jurassic period (201 million to 145 million years ago) was unharmed and is now safely in park custody while the investigation is ongoing.

Thanks to Renewed Grant, Local Bilingual Learning Opportunities Flourish for Another Year

Gettysburg, PA — Vida Charter School (Vida) is once again collaborating with Gettysburg College’s Center for Public Service (El Centro) to provide a bilingual learning center to underserved students in Adams County. Funding from Gettysburg College’s renewed 21st Century Community Learning Centers (21st CCLC) grant will support the program’s second year, serving students from Vida, James Gettys Elementary, and Lincoln Elementary. The 21st CCLC academic support reinforces concepts in reading, math, and other core subjects in both Spanish and English. Additionally, the program offers enrichment opportunities, physical activity, and snacks. Changes in the federal funding landscape in early 2025 nearly halted the grant program in its second year, but the funding was renewed just in time to continue operations for 2025–2026.

Neither Gettysburg College nor Vida could have absorbed the program’s costs without the continuation of the federal grant. “The program absolutely depends on this grant,” says Dr. Christine Miller, Vida’s executive director. “Without it, our students would lose ten hours of supplemental weekly academic support and the caring relationships with the afterschool program staff.”

As leaders of the 21st CCLC, Ricardo Hernandez, program director at El Centro, and Maria Perez, a Gettysburg College lecturer in Spanish, concur. “Without this funding, we wouldn’t be able to provide transportation, and we wouldn’t be able to reach as many students as we can now,” they say. Previously, the college was only able to offer the program to students within Gettysburg Borough. This year, they will extend their reach to Hanover, PA.

The bilingual 21st CCLC afterschool and summer programs include bus transportation and are provided at no cost to students or their families. Gettysburg College students provide one-on-one tutoring for program attendees. The learning center meets after school each day at two locations: Vida’s campus and El Centro. Vida also serves as the program’s summer location. A public, tuition-free school, Vida teaches all students in Spanish and English with a dual language model, bridging learning across all subjects to both languages.

This program helps address an opportunity gap for traditionally underserved students, including English Learners. At GASD, approximately 4% of GASD students identify as English learners, and at Vida, about 22% of students are identified. Dr. Miller shares, “Students learning English as a new language may be challenged to demonstrate their knowledge and understanding in English, even when they have a deep understanding and ability of academic concepts in their native language. There is also a documented opportunity gap for many of these students; some differences in students’ environment, economic status, race, and other factors influence how they achieve academically compared to their peers. This leads to performance gaps that the 21st CCLC program helps to close.”

“The program allows us to focus on the areas where students most need support,” say Hernandez and Perez. “We concentrate on helping these students improve academically and build their confidence both inside and outside the classroom.”

Hernandez and Perez are intentional about expanding access to all who may benefit from the bilingual learning center. “Providing transportation is important because some families may not feel safe or be able to pick up their child due to work schedules,” they say. “We strive to accommodate as many students as possible and ensure they benefit from the academic support and caring relationships the 21st CCLC program provides.”

Hernandez and Perez anticipate serving 44 students from Vida and 44 GASD students this year. As part of their grantee responsibilities, Gettysburg College ensures that the 21st CCLC meets all state-required goals, provides materials, and handles the administration of the program. Vida refers students to the program and works with the college to implement best-practice strategies for supporting bilingual learning and student safety.

Hernandez credits Dr. Miller and Vida as key to securing grant funding and continuing the program. “Vida’s ability to identify and refer students is vital for our success,” says Hernandez. “I’m extremely grateful to the main office and administrative team for their work in improving the program and supporting their students. Vida continues to be a great partner and is the perfect place to host one of our program sites.”
