An executive session was conducted by the Borough Council of the Borough of Gettysburg,
immediately following the adjournment of its work session meeting held on July 27, 2026,
consistent with section 708(a)(1), section 708(a)(2), section 708(a)(4) and section 708(a)(5)
of the Sunshine Act.

An executive session of the Borough Council will be conducted immediately following the
adjournment of this evening’s monthly general business meeting, consistent with section
708(a)(1), section 708(a)(2), section 708(a)(4) and section 708(a)(5) of the Sunshine Act for
the following purposes: (1) to provide updated information and to discuss matters
involving the employment or appointment of current or prospective Borough employees;
(2) to provide updated information and to discuss strategy in connection with the
negotiation of new collective bargaining agreements with the Teamsters Union Local 776
for both the Borough’s uniformed police officer employees and the Borough’s
nonuniformed, nonprofessional employees; (3) to provide updated information and to
discuss strategy in connection with a complaint filed with the PHRC and the EEOC by a
former Borough employee; (4) to consult with its professional advisors in order to provide
updated information and to discuss strategy in connection with potential claims related to
the construction and completion of the Gettysburg Welcome Center project; and (5) to
review and discuss matters of Borough business which, if conducted in public, could lead
to the disclosure of information or matters of confidentiality protected by law.

A motion to approve the August 10, 2026 agenda as presented.

A motion to approve minutes of the Council Meeting held on July 13, 2026; and to approve
the minutes of the CDBG Public Hearing #2 and the Council Work Session, both held on
July 27, 2026, as presented.

A motion to authorize the submission by the Borough of Gettysburg, as Sub Grantee, of
an IDIS Online Access Request to the U.S. Department of Housing and Urban
Development, Office of Community Planning and Development, for authorization of
Charles R. Gable, Borough Manager, to perform certain necessary functions associated
with a Community Development Block Grant – Discretionary Program award for the
Children’s Advocacy Center – Brighter Tomorrows Center Project.

A motion to adopt Resolution No. 081026-1 authorizing the delegation of signing authority
for John Whitmore, Borough Director of Planning, Zoning and Code Enforcement, for his
submission of financial invoices associated with a Community Development Block Grant
– Discretionary Program award through the Pennsylvania Department of Community and
Economic Development for the Children’s Advocacy Center – Brighter Tomorrows
Center Project.

A motion to sign and submit a Delegation of Signing Authority for Community
Development Grant invoices to the Commonwealth of Pennsylvania Department of
Community and Economic Development Financial Management Center. The signing and
submission of the Delegation of Signing Authority is intended for the authorization to John
Whitmore, Borough Director of Planning, Zoning and Code Enforcement, as a signator
for the submission of financial invoices associated with a Community Development Block
Grant – Discretionary Program award through DCED for the Children’s Advocacy
Center – Brighter Tomorrows Center Project.

A motion to adopt Resolution No. 081026-2 authorizing the Board of Commissioners of
Adams County to include for submission, as part of the County of Adams 2026
Community Development Block Grant Program, the ADA Curb Compliant Project for
certain intersections within the Borough in the allocated grant amount of $127,226.00, on
behalf of the Borough of Gettysburg, as a direct entitlement community.

A motion to adopt Resolution No. 081026-3 authorizing the designation of the Borough
Manager as the authorized official within the Integrated Disbursement and Information
System (“IDIS”) for the administration of the Borough’s CDBG activities to specifically
include the authority to review and approve drawdown requests and related submissions
made on behalf of the Borough of Gettysburg and to authorize representatives of GMS
Funding Solutions to access and utilize IDIS on behalf of the Borough for the purposes of
preparing and initiating drawdown requests, entering required program information, and
performing other grant administration activities as directed by the Borough.

Gettysburg Historic Architectural Review Board (HARB) following its review regarding the
Certificate of Appropriateness project applications presented to the Board at their July 15, 2026
meeting:

Motion to accept the HARB New Business recommendation for COA26-00300,
CRITICAL PROJECT: 252 Baltimore Street – John Buchheister for the installation of a
new roof material from a three-tab asphalt shingle to a Tanko Titan architectural shingle
material as presented in the application dated June 9, 2026.

Motion to accept the HARB New Business recommendation for COA26-00313,
CRITICAL PROJECT: 252 ½ Baltimore Street – John Buchheister for the installation of
a new roof material from a three-tab asphalt shingle to a Tanko Titan architectural shingle
material as presented in the application dated June 9, 2026.

Motion to accept the HARB New Business recommendation for COA26-00330,
CRITICAL PROJECT: 40 W. High Street – Philip Fazenbaker for demolition of an
unsafe rear accessory garage structure resulting from a vehicle collision as presented in
the application dated June 11, 2026.

Motion to accept the HARB New Business recommendation for COA26-00335, MAJOR
PROJECT: 631 S. Washington Street – John Merrell for the installation of a new black
aluminum Freedom Margate railings, new concrete steps, and a new 4ft x 4ft porch as
presented in the application dated June 7, 2026.

Motion to accept the HARB New Business recommendation for COA26-00220, MAJOR
PROJECT: 619 Baltimore Street – Joseph Warner for the demolition of a rear gazebo
accessory structure as presented in the application dated May 1, 2026.

Motion to accept the HARB New Business recommendation for COA26-00318, MAJOR
PROJECT: 200 York Street – Troy Nunemaker for the construction of a 392 square foot
(14 ft x 28 ft) T1-11 wood siding accessory structure to the rear of the existing principle
structure as presented in the application dated June 24, 2026.

Motion to accept the HARB New Business recommendation for COA26-00346,
CRITICAL PROJECT: 111 N. Stratton Street – Tim Harrison for the construction of a
16ft x 32ft bus transit center with a total coverage area expanded with a 16 ft x 80 ft canopy
roof that is associated with the Gettysburg Station Subdivision and Land Development
Plan as presented in the application dated July 10, 2026.
