Miss Hanover 2024

Halloween Festivities in Hanover 2024

Hanover, Pa. – Trick-or-treat in Hanover is scheduled for Tuesday, October 22, 2024 from 6:00 to 8:00 p.m. Motorists should be alert for pedestrian activity in the area, and Trick-or-Treaters are urged to carry flashlights and to wear reflective clothing. Residents who wish to participate should turn on their porch lights.

The annual Hanover Halloween Parade, organized by the Hanover Area Jaycees, is scheduled for Thursday, October 24, 2024. Parking restrictions begin at 5:00 p.m., traffic restrictions begin at 6:30 p.m. and the parade will begin at 7:30 p.m. The parade route begins at the corner of Wirt Avenue and Baltimore Street, then travels north on Baltimore Street to Hanover Center Square, continuing on Carlisle Street to Library Place and Third Street where it eventually disbands.

The Hanover Borough Police Department has announced the following road closures and parking restrictions for the evening starting at 5:00 p.m. and will remain in effect until the end of the parade:

• No Parking on Carlisle Street from Center Square to Third Street

• No Parking on Baltimore Street from Center Square to O’Neill Avenue

• No Parking on Center Square

• No Parking on Third Street on the south side from High Street to Carlisle Street

• No Parking on Third Street on the north side from Carlisle Street to N. Franklin Street

• No Parking on North Franklin Street from Third Street to Jackson Street

• No Parking on Park Avenue, between Carlisle Street and N. Franklin Street

• No Parking on Academy Street from Carlisle Street to Eichelberger Street

Vehicles found parked along the parade route or the disbandment area will be ticketed and towed.

In addition, the Borough of Hanover Department of Public Works urges parade attendees to carry out all trash or use the temporary trash receptacles provided for the event to dispose of litter.

The Borough of Hanover, York County, Pennsylvania, was incorporated in 1815. The Borough serves the public through stewardship, government, development and improvements of public assets including water/sewer/stormwater & refuse utilities, parks & recreation facilities, the Hanover Market House, the Guthrie Memorial Library, as well as Code Enforcement, Police & Fire Departments. Hanover Borough Council Meeting – 9/25/2024


The following are the highlights of the Borough Council’s September meeting held on September 25, 2024. Supporting documents on most items of Council business are available on the Borough website (www.HanoverBoroughPA.gov) under “Agenda and Minutes”.
BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:
PENSION OBLIGATIONS: Approval was granted for the Minimum Municipal Obligation (MMO) for the 2025 Pension Contributions.
SALARY RESOLUTION: Approval was granted to amend the title and salary for the Utilities Director and to add the position of Project Manager for the Department of Planning and Engineering.
COMMUNITY DEVELOPMENT BLOCK GRANTS (CDBGs):
* Approval was granted for the 2024 – 2026 West Hanover Street Playground grant in the amount of $4,872 and for the amendatory contract #45532383 decreasing funding from $145,000 to $5,000.
* Approval was granted for the CDBG application for 2024 – 2026 use of grant funds from previous designation of Municipal Lot #1 improvements to Hanover Street for street and sidewalk repairs and restoration on between York Street and Baltimore Street at Hanover Street Elementary School with no match for $300,000.
TAG DAY AT HANOVER MARKET HOUSE: Approval was granted for the Lions Club of Hanover’s request to hold their Tag Day on October 19, 2024 with a rain date of October 26, 2024 at the Hanover Market House.
POLICE ELIGIBILITY LIST: Approval was granted to direct the civil service commission to certify the eligibility list from the September 28, 2024 consortium testing results.
GOVERNANCE COMMITTEE: Approval was granted to draft a resolution on executive session policy and protocol for public comments.
WATER RESOURCES DEPARTMENT: Approval was granted to advertise an ordinance amending the Environmental Protection Agency (EPA) pretreatment limits and to approve the recommendation of bid award and notice to proceed with the primary sludge pump installation.
PRIMARY SLUDGE PUMP INSTALLATION BID FOR WASTEWATER TREATMENT FACILITY: Approval was granted to accept the bid withdrawal request from Derstine Company, LLC for their bid in the amount of $94,000. Conewago Enterprises was awarded the bid with a notice to proceed pending review for $137,038, according to bid specifications.

10 COMMANDMENT MONUMENT: Approval was granted for Resolution No. 1418 for waiving the right of first refusal relating to an Agreement of Sale between Gitt-Moul Historic Properties and the Fraternal Order of Eagles #1406 for the Ten Commandments parcel at Wirt Park.
AFSCME BLUE SIDE LETTER: Approval was granted for a side letter agreement to clarify payment of shift differential.
CHANGE ORDER POLICY: Approval was granted for the Borough Solicitor to draft a policy for change order approvals.
BUILDING PROJECT CHANGE ORDER: Approval was granted for Change Order No. 1 for 33 Frederick Street (Public Administration Facility) to combine the IT rooms with no monetary change.

Chambersburg, PA – South Central Community Action Programs (SCCAP) is proud to announce “The Faces of SCCAP” Fundraising Dinner, set to take place on September 26, 2024. This special event will be held at King Street Church in Chambersburg, PA, and will be an evening dedicated to celebrating the diverse stories and experiences of those who have been impacted by SCCAP’s vital work over the past 60 years.
The dinner will be a poignant and inspiring gathering, featuring heartfelt testimonials from SCCAP supporters, volunteers, staff, and individuals who have embarked on transformative journeys out of poverty with the help of SCCAP’s programs. Attendees will have the unique opportunity to hear these powerful stories firsthand and see the profound difference that SCCAP’s services have made in the lives
of many within our community.
Adding to the evening’s atmosphere, the event will also feature special performances by the acclaimed musical duo StoweGood from Nashville. Known for their uplifting and soulful music, StoweGood’s performance is sure to add a memorable touch to this celebration of community and resilience.

Masters of the Air: A Conversation with John Orloff
“2024 saw the release of the acclaimed series Masters of the Air on Apple TV+. Years in the making, this series takes viewers to the highs and lows of the air war in Europe 80 years ago, seen through the eyes of the 100th Bomb Group. Join us for a conversation with John Orloff, writer and co-executive producer of the series. Our conversation will cover the monumental task of translating World War II to the silver screen, as well as the real-life stories of the men and women of Masters of the Air.

John Orloff is an acclaimed American screenwriter known for creating and adapting complex stories in widely disparate genres. He was nominated for an Emmy Award for his writing on HBO’s “Band of Brothers”, as well as an Independent Spirit Award nomination for his screenplay for “A Mighty Heart”, the Michael Winterbottom film based on the kidnapping and death of reporter Daniel Pearl produced by Brand Pitt and Dede Gardner.

He’s spent much of the last decade researching, creating, writing, and producing MASTERS OF THE AIR, an epic nine-part miniseries Executive Produced by Tom Hanks and Steven Spielberg, chronicling the 100th Bomber Group’s odyssey in the European Theater of World War Two. The show stars Oscar nominees Austin Butler and Barry Keoghan, as well as Callum Turner.

Orloff is fourth generation Hollywood (his great-grandparents on one side were radio comedy team Fibber McGee and Molly) and grew up in LA, but he now lives by a river in the Berkshire mountains in Western Massachusetts.”

Dr. Jared Frederick–“Into the Cold Blue”
“80 years ago, Hell was four miles above the earth. “Into the Cold Blue” is the memoir of B-24 pilot John Homan, who endured thirty-four combat missions over Europe in 1944. In 2024, Homan co-authored his memoir with Dr. Jared Frederick, sharing his stories of the Air War in Europe in one of the last great memoirs of World War II. Dr. Frederick joins us to share Homan’s story and shed light into the dangerous missions, exhilarating experiences, and dedication to freedom shared by Homan in his memoir.

Dr. Jared Frederick has a lifelong passion for American History. Prior to his current position as a history professor at Penn State Altoona, Frederick served as a park ranger at Gettysburg National Military Park and Harpers Ferry National Historical Park. He is the author of several books including Dispatches of D-Day: A People’s History of the Normandy Invasion, Hang Tough: The WWII Letters and Artifacts of Major Dick Winters, and Fierce Valor: The True Stories of Ronald Speirs and His Band of Brothers. He has appeared on C-SPAN, PBS, numerous National Park Service productions, and various documentaries. In 2019, he acted as a guest host on Turner Classic Movies for the channel’s 25th anniversary. He is also the host of the popular YouTube channel Reel History, which examines history vs. Hollywood. His latest book, Into the Cold Blue, explores the WWII experiences of co-author and B-24 veteran pilot John F. Homan.”
