Hanover Borough Finance & Personnel / Council Workshop – 7/15/2026

The Hanover Borough Council Finance and Personnel Workshop included updates on personnel appointments, county programs, water resources and several ongoing construction and infrastructure projects.

Council approved the promotion of Joshua Brady to police lieutenant and Lewis Loucks to police sergeant. Both officers were sworn in during the meeting. The meeting also included resolutions recognizing the life and public service of former Hanover Fire Commissioner James Roth.

York County commissioners Julie Wheeler and Scott Burford presented information on county initiatives, including America250 activities, the Hanover Trolley Trail, land preservation programs, election procedures, water-quality monitoring and plans to expand behavioral health crisis services into the Hanover area.

Borough staff reported that local water supplies remain above the level that would trigger the first stage of the drought contingency plan, despite below-average rainfall. Council also approved ending the borough’s unused emergency water connection with York Water Company because the two systems use different water-treatment methods. Staff said they are reviewing wells and other possible sources to increase the borough’s future water supply.

Additional updates covered the public safety facility at 44 Frederick Street, traffic-signal improvements, road and water-main projects, sidewalk construction and the Slagle Run restoration project. Council also approved the Wawa Food Market and Fueling Station land-development plan, several change orders for the public safety facility and a separate bidding process for the facility’s indoor firing range.
