Management Plan, dated March 17, 2023, revised June 23, 2023 subject to the
following conditions:
a. Provision of narrative on where increased volume of stormwater travels and what is
the related impact thereof.
b. Addition of an impermeable liner to the bottom of each subsurface facility.
c. Provision of an increased maintenance schedule (beyond that of the original
manufacturer).

NOTICE OF PUBLIC PARTICIPATION MEETING
FOR DISCUSSION OF POSSIBLE
USES OF FUNDS FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
NOTICE IS HEREBY GIVEN that the Borough of Gettysburg will conduct a public
participation meeting on Monday, July 24, 2023 at 6:30 PM at a special meeting of the Borough
Council, in order to discuss community needs for funding under the fiscal year 2023 State
Community Development Block Grant (CDBG) Program. This meeting’s purpose is to solicit
citizen input on possible activities to be included in these applications, as well as past
performance. The meeting will be held at the Gettysburg Municipal Building, 59 East High
Street, Troxell Council Chambers, Gettysburg, PA 17325
Gettysburg Borough will receive an allocation of $129,141 in FY2023 CDBG funds from the
Commonwealth of Pennsylvania. Gettysburg Borough’s CDBG funds may be used to benefit
a variety of activities including water and sewer systems, streets, housing rehabilitation,
emergency housing assistance, recreation and community facilities, new public services,
historic preservation, removal of architectural barriers, blight removal, economic development,
and administration and planning. The Borough must demonstrate that approved projects (1)
benefit low to moderate income persons, (2) remove slums or blight, or (3) meet an urgent
community need.
The Borough anticipates submitting an application through the County of Adams under the
State FY2023 Entitlement CDBG Program. It is anticipated that no less than 70% of the
approved grant funds will benefit low to moderate income persons. Further, it is anticipated that
none of the proposed activities will result in temporary or permanent displacement of any
households. However, in the event that displacement should occur, the Borough’s policy for
minimizing such displacement would be in effect. Gettysburg Borough is responsible for
replacing all low and moderate income housing units that may be demolished or converted as a
result of the use of CDBG funds.
The purpose of this public hearing is to give citizens an opportunity to make their comments
known regarding what types of eligible activities Gettysburg Borough should apply for under
the State CDBG programs. A separate public meeting will be held August 28, 2023, to approve
the final application and budget allocation amounts.

IN ELECTED BOROUGH OFFICE
WHEREAS, A vacancy in the office of the Fifth Ward of the Borough of Hanover, York
County, Pennsylvania has occurred with the passing of our beloved and

WHEREAS, Section 901 (8 Pa. CS.A. § 901) of the Borough Code provides that the
Borough shall fill such vacancy by resolution within thirty (30) days by
appointing a registered elector of the Borough in the fifth ward (who has
also resided within the ward for one year continuously prior to the date of
appointment) to hold such office until the first Monday in January after the
first Municipal Election occurring more than sixty (60) days after the
vacancy occurs at which election an eligible person shall be elected to the
office for the remainder of the term; and
WHEREAS, the next Municipal Election will be held on November 7, 2023.
NOW THEREFORE, BE IT RESOLVED, that Edward Lookenbill, Jr., a registered
elector of the Fifth Ward of the Borough of Hanover, York County,
Pennsylvania is hereby appointed to the office of Fifth Ward Hanover
Borough Council to serve until the first Monday in January 2024.

Main Street Hanover receives award form Pennsylvania Downtown Center
At the Battle of Hanover Commemoration event this morning at the Guthrie Memorial Library – Hanover’s Public Library, Justine Trucksess, Main Street Hanover‘s executive director, promoted the ‘Heart of Hanover Trails.’ The walking tour of downtown Hanover “is the best way to learn more about Hanover’s history in an interactive and informative walking tour through the downtown.”
The trail, developed by Matthew Jackson and Justine Trucksees, commemorates the history of Hanover with a series of markers placed at historic sites throughout the downtown. For their efforts, Main Steet Hanover, was awarded the ‘2023 physical improvements in a public space’ award by the Pennsylvania Downtown Center, a statewide nonprofit dedicated solely to the revitalization of the commonwealth’s core communities.
The event was attended by representative of PA State Rep. Kate Klunk, and Senator Kristin Phillips-Hill.
The event is followed by a guided walking tour departing from Hanover Area Historical Society’s Neas House at 103 W Chestnut St Hanover at 1pm.
