Community Information Sessions – November Events
As Gettysburg prepares for the nationally significant Lincoln at Gettysburg: Shall Not Perish commemoration and
LIVE on Lincoln Square concert during the week of November 16th – 20th, 2026, Gettysburg Borough will host two
Community Information Sessions to help residents, businesses, property owners, employees, and visitors
understand what to expect and how to prepare.
With event planning well underway, the Borough’s focus is now shifting toward community impacts, logistics, and
preparedness. These sessions will provide practical information about street closures and detours, parking, shuttle
service, pedestrian access, business and residential access, emergency services, event security, and other temporary
changes that will occur throughout the week.
The sessions will also provide an overview of the week’s special programming and an opportunity for members of
the community to ask questions directly of Borough staff and event partners.

Free parking on East Middle Street.
Both sessions are free and open to the public. The same general information will be presented at each session,
allowing community members to attend the date and time most convenient for them.
Gettysburg is preparing to welcome the nation this November. These sessions are intended to make sure our
community is prepared, informed, and ready to be part of it.
An executive session was conducted by the Borough Council of the Borough of
Gettysburg, immediately following the adjournment of its work session meeting held
on August 24, 2026, consistent with section 708(a)(1), section 708(a)(2), section
708(a)(4) and section 708(a)(5) of the Sunshine Act.
An executive session of the Borough Council will be conducted immediately following
the adjournment of this evening’s monthly general business meeting, consistent with
section 708(a)(1), section 708(a)(2), section 708(a)(4) and section 708(a)(5) of the
Sunshine Act for the following purposes: (1) to provide updated information and to
discuss matters involving the employment or appointment of current, prospective or
former Borough employees; (2) to provide updated information and to discuss
strategy in connection with the negotiation of new collective bargaining agreements
with the Teamsters Union Local 776 for both the Borough’s uniformed police officer
employees and the Borough’s nonuniformed, nonprofessional employees; (3) to
provide updated information and to discuss strategy in connection with a complaint
filed with the PHRC and the EEOC by a former Borough employee; and (4) to review and discuss matters of Borough business which, if conducted in public, could lead to the disclosure of information or matters of confidentiality protected by law.

Council will consider individually the following recommendations of the Borough of
Gettysburg Historic Architectural Review Board (HARB) following its review
regarding the Certificates of Appropriateness for the project applications presented
to the Board at their September 1, 2026 meeting:
Motion to accept the HARB Old Business recommendation for COA26-00316,
CRITICAL PROJECT: 114 Buford Avenue – Chris Garliss for the removal of the
existing vinyl siding and replace with 8-1/4-inch, 7-inch Reveal Hardie Plank siding
as presented in the application dated June 16, 2026.
Motion to accept the HARB Old Business recommendation for COA26-00324,
MAJOR PROJECT: 150 Carlisle Street – Muhammad Ashraf for the construction
of a 600sf (20’ x 30’) 8-foot-tall metal accessory structure to the rear of the principal
structure as presented in the application dated June 23, 2026.
Motion to accept the HARB New Business recommendation for COA26-00338,
CRITICAL PROJECT: 777 Baltimore Street – Felty Investments LP for the
installation of a new entrance door as presented in the application dated July 2, 2026.
Motion to accept the HARB New Business recommendation for COA26-00358,
MAJOR PROJECT: 241 Baltimore Street – Ted Hirt for the reconstruction of an
exterior stairway and landing materials with brick veneer tiling as presented in the
application dated July 18, 2026.
Motion to accept the HARB New Business recommendation for COA26-00375,
CRITICAL PROJECT: 40 W. High Street – Philip Fazenbaker for construction of
a new block garage and roof in the same footprint due to a trash truck accident as
presented in the application dated June 11, 2026.
Motion to accept the HARB New Business recommendation for COA26-00386,
CRITICAL PROJECT: 236-238 Buford Avenue – Jesse Sayer for the removal of 3-
tab shingles and install architectural shingles as presented in the application dated
June 10, 2026.
Motion to accept the HARB New Business recommendation for COA26-00373,
MAJOR PROJECT: 118 E. Middle Street – Jon and Karen Shultz for the renovation
and enclosure of the rear screen porch with new walls, one or two vinyl windows on
the north side, an entry door on the east side, composite decking for flooring, and
siding to match the structure conditioned that the entry stairs and railing are wood
as presented in the application dated July 30, 2026.

CRITICAL PROJECT: 219 S. Washington Street – Adams County Historical
Society for the Phase 2 revisions to the new museum construction material from CMU
to fiber-cement board-and-batten siding as presented in the application dated July

A motion to award the FY 2024 CDBG Curb Ramp Project to the lowest qualified
responsive and responsible bidder, Doug Lamb Construction, at its bid of
$156,300.00, as recommended by the Borough Engineer.
A motion to authorize the preparation of and the entry into an agreement with the
Gettysburg Municipal Authority which provides for the reimbursement of funds
necessary to complete the design of the sewer and water replacement components of
the Gettysburg Gateway Connectivity project as set forth by the project engineer.

A motion to authorize and provide notification to the Civil Service Commission of
the Borough of Gettysburg to request the certification of an eligibility list, by the
Civil Service Commission, for the position of entry-level patrol officer of the
Gettysburg Borough Police Department.

A motion to authorize a COLA increase for retired police pensioner Kevin Wilson,
to be paid from the Police Pension Plan effective August 1, 2026.
A motion to approve the 2027 Minimum Municipal Obligation (MMO) based upon
the market value of the assets of the Gettysburg Borough Police Pension Plan in the
amount of $225,440.00, and on the market value of the assets of the Gettysburg
Borough Non-Uniformed Pension Plan in the amount of $140,959.00.
A motion to accept the J. P. Harris Associates Tax Exoneration report for tax years
2010 through 2014 as presented.
A motion to adopt a resolution approving the proposed 2026 Emergency Operations
Plan (EOP) for Gettysburg Borough, Adams County, as the updated and current
disaster emergency management plan for the Borough as required pursuant to the
Pennsylvania Emergency Management Services Code.
A motion to accept the resignation of employment of Debra English, from the
position of Historic and Environmental Coordinator. The resignation of employment
was made effective on August 12, 2026 by Ms. English.
A motion to accept the resignation of employment of Bradley LaBure from the
position of Public Works Foreman. The resignation of employment was made
effective on August 10, 2026 by Mr. LaBure.
A motion to accept the resignation of employment of Bryce Albert from the position
of Parking Enforcement Officer. The resignation of employment was made effective
on June 27, 2026 by Mr. Albert.
A motion to appoint Steve Zimmerman to the Gettysburg Historic Architectural
Review Board to fulfill the unexpired term of Joseph Edgar Jr. to expire in August
2030.
