Special Council Meeting – Public Hearing on Proposed Use of
Community Development Block Grant (CDBG) Funds

2022 BOROUGH OF GETTYSBURG

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM

PROPOSED BUDGETS

Residents of the Borough of Gettysburg are hereby notified that the Gettysburg Borough Council intends to
hold a public hearing at 6:30 PM on Monday, September 12th, 2022 to hear comments from the public on two
different proposed budgets, one for the Borough’s fiscal year 2022 State Community Development Block
Grant (CDBG) Program. Borough Council intends to consider the proposed FY2022 CDBG Entitlement budgets
and application submissions for approval at the Borough Council meeting immediately following this public
hearing.
Gettysburg Borough has been notified by the Pennsylvania Department of Community and Economic
Development that the Borough’s 2022 Entitlement Community Development Block Grant allocation is
$129,094. Gettysburg Borough’s CDBG funds may be used to:
(1) benefit low to moderate income (LMI) persons,
(2) remove slums or blight, or
(3) meet an urgent community need. CDBG-CV funds must be used to benefit activities that respond to
the conditions created by the COVID-19 pandemic. FY2022 Entitlement CDBG funds may be used for
any eligible activity.
The Council proposes to use the Borough’s allocations for the following activities:
$127,094 North Washington Street ADA Compliant Sidewalk and Streetscape Improvements between

Chambersburg Street and Constitution Avenue

$2000 Administration
Total: $129,094
In the event that the Department of Community and Economic Development does not approve a project, or
if requests are withdrawn, funds may be allocated to other eligible projects. The deadline for the County to
submit the FY2022 CDBG Entitlement application on behalf of the Borough to the Commonwealth is October
28, 2022.
It is anticipated that 70% of the approved grant funds will benefit low to moderate income persons. Further,
it is anticipated that none of the proposed activities will result in temporary or permanent displacement of
any households. However, in the event that displacement should occur, the Borough’s policy for minimizing
such displacement would be in effect. Gettysburg Borough is responsible for replacing all low and moderate
income housing units that may be demolished or converted as a result of the use of CDBG funds.
The Council will accept comment on the proposals prior to and at the public hearing. Documents pertaining
to the budgets and CDBG Program are available for inspection at the Gettysburg Borough Municipal Office
