e. Ratify the action of the proper officers of the Borough in approving the following Real
Estate Tax Lien Filings by the Hanover Borough Tax Collector Holly Liska, 207 Third
Street, Hanover, PA and exonerating the Tax Collector from further efforts to collect
the aforesaid taxes:
i. The Real Estate Taxes listed on the “Return of Uncollected Real Estate Taxes
for the Year 2021” including 111 full bills totaling $72,840.33 face value; and 2
interim bills totaling $251.51 face value.
ii. The Real Estate Taxes listed on the “Return of Uncollected Real Estate Taxes
for the Year for the year 2020” including 2 interim bills totaling $436.44 face
value.
f. Exonerate Per Capita Tax Collector Holly Liska, 207 Third Street, Hanover, PA from
the collection of the following uncollected Per Capita Taxes listed on the January
2022 reports:

Third Street, Hanover, PA for all persons who have been given more than the legal
time limit for payment of Per Capita Taxes but have failed to do so:

with the collection of 2022 Real Estate Tax in the amount of $5,743,049.62 and
authorizing the issuance of Tax Warrants for same with the payment of ninety-five
hundredths (0.95%) percent commission on the collection of each tax bill collected.
i. Charge 2022 Per Capita Tax Collector Holly Liska, 207 Third Street, Hanover, PA
with the collection of 2022 Per Capita Tax in the amount of $54,695.00 and
authorizing the issuance of Tax Warrants for same with the payment of 25¢
commission on the collection of each tax bill collected.
II. REPORTS OF THE STANDING COMMITTEES
Council Workshop/Finance & Personnel Committee – Mr. Roland
1. Consideration of a motion awarding the contract for the Fire Commission – Fire & Rescue
Services Study to the Pennsylvania Economy League at a cost not to exceed $80,000
subject to a 50% grant from the Department of Community & Economic Development.
2. Consideration of a motion to adopt the Council President’s Committee Appointments and
the 2022-2023 Hanover Borough Council/Committees Work Plan.

Council Workshop/Finance & Personnel Committee – Mr. Roland
3. Consideration of a motion to advertise an ordinance for Main Street Hanover
appropriation of funds from the approved 2022 Hanover Budget.
4. Consideration of a motion to approve the purchase of an iWorQ Zoning Software Module
at a cost not to exceed $3,000 to meet legal requirements under the Uniform Construction
Code to maintain separate building and zoning records.
5. Consideration of a motion to approve an amendment to the 2022 Miscellaneous Fee
Resolution to include a fee of $400 for Property Maintenance Code Appeals Hearings.
6. Consideration of a motion to advertise an ordinance amendment to increase the
membership on the Hanover Borough Recreation Board from 5 members to 7 members,
one of which shall be a member of Hanover Borough Council, as delineated in the
Pennsylvania Borough Code.
Planning & Engineering – Mr. Hegberg
1. Consideration of a motion to award the sale of firewood at the former Blackrock Landfill
in Manheim township at a price of $750.00 to Mr. Timothy Bankert, as per specifications.
2. Consideration of a motion to terminate the current contract with Middle Department
Inspection Agency (MDIA) upon completion of all outstanding permits and approve the
Uniform Construction Code contract for third party building code review and inspection
services with Pennsylvania Municipal Code Alliance (PMCA) for a period of 2 years.
3. Consideration of a motion to accept the deed of dedication and execute the related
easement agreement for the water and sanitary sewer systems and all related
appurtenances for the Cherry Tree 4 residential development.
4. Consideration of a motion to accept the reduction of public improvements bonding for the
Cherry Tree 4 residential development from a total of $623,997.00 to an amount of
$347,854.10 to be posted in a form of surety as deemed acceptable to the Hanover
Borough Solicitor.
Public Safety – Mr. Lockard
1. Consideration of a motion to direct the Hanover Borough Civil Service Commission to
certify an eligibility list from the January 2022 Metropolitan York Police Consortium testing
list.
Governance & Policy Committee – Dr. Rupp
1. Consideration of a motion to approve the Non-Union Employee Compensation &
Classification Policy, based on the study performed by NJ Hess and Associates.

1. Consideration of a motion to approve the purchase of a surge protector/transfer switch
for the wastewater lift station located on Church Street at a cost of approximately $50,000
from wastewater treatment fund reserves.
