I. Ratify Arboretum Tree Inventory & Management Plan Contract: between Western
PA Conservancy and Bartlett Tree Experts at no cost to Borough
m. Approve appointment of Interim Library Director: effective 9-20-2023, with $1,000 per
month stipend until the Library Director position is filled.
n. Approve waiver of fees for Temporary Alley Closure: Doss Alley between Chestnut
Street and College Avenue for Rise Against Hunger Event 11-4 & 11-5-2023
II. REPORTS OF THE STANDING COMMITTEES
Council Workshop/Finance and Personnel Committee – Mr. Roland
1. Consideration of a motion to approve the 2024 SPCA Agreement and annual service
contract in the amount of $11,698.00.
Public Safety Committee – Dr. Rupp
1. Consideration of a motion to approve Ordinance No. 2343 to eliminate the loading/
unloa9ing zone at 304 Broadway.
2. Consideration of a motion to approve the advertisement of ordinance amending park
rules to eliminate the allowance of open burning.
3. Consideration of a motion to approve 50% cost sharing with Hanover Public School
District to establish a School Zone for the West Hanover Street School in the amount of
of $4,225.00 to the Borough (total cost $8,450.00).
Water Resources – Mr. Reichart
1. Consideration of a motion to approve execution of a dispute agreement and payment of
Change Order No. 006 to KC Construction Services for the Sheppard & Myers Dam
project in the amount of $44,191.72 for sluice gates and gate valves only.
2. Consideration of a motion to approve the execution of a Water Main Extension
Agreement for the Eagle Rock Development at Centennial Road and Route 116.
3. Consideration of a motion to approve the engagement of Gannett Fleming consultants
for the development of a Safe Yield Study in an amount not to exceed $50,580 and a
Drought Contingency Plan in an amount not to exceed $30,120 to also include an
evaluation of surplus capacity and development of operational data tracking tools.
Public Works & Facilities Committee- Mr. Kress
1. Consideration of a motion to approve Resolution No.1378 for application for funding
through the Local Share Account (LSA) Category 4 Grant Program not to exceed
$300,000 and to authorize execution of related letters of support for purchase of code
and police vehicles, with no matching funds required.

2. Consideration of a motion to approve Resolution No.1379 for application for funding
through the Keystone Recreation, Park and Conservation Fund Grant for the Public
Library Facilities Program not to exceed $500,000 with 50% cash match and to
authorize execution of related letters of support for Library HVAC system improvements.
