An executive session was conducted by the Borough Council of the Borough of
Gettysburg immediately following the adjournment of its monthly work session
public meeting held on November 24, 2025 consistent with section 708(a)(1) and
section 708(a)(5) of the Sunshine Act.
An executive session will be conducted by the Borough Council immediately following
the adjournment of this evening’s monthly general business public meeting consistent
with section 708(a)(1) and section 708(a)(5) of the Sunshine Act for the following
purposes: (1) to provide updated information and to discuss matters involving the
employment or appointment of current, prospective or former Borough employees,
the terms and conditions of employment, and the evaluation of performance of

current Borough employees; and (2) to review and discuss matters of Borough
business which, if conducted in public, could lead to the disclosure of information or

Amendment to the Zoning Map of the Borough of Gettysburg.
A motion to set a public hearing and special meeting of the Borough Council to be
conducted and held on Monday, January 26, 2026, commencing at 6:30 p.m. for the
purposes of receiving comments and recommendations of interested individuals
residing within the Borough of Gettysburg, concerning an application to be filed with
the Pennsylvania Liquor Control Board to be made by Jay Dipoma 8, Inc. seeking
approval of the proposed intermunicipal transfer of Pennsylvania Liquor License No.
R16082 for use in the Borough at certain premises located at 29 North Washington
Street.

A motion to enact proposed Ordinance No. 1499-25, amending Chapter 11, Part 1,
Section 106, subsection 1, of the Code of Ordinances of the Borough of Gettysburg,
Gettysburg Historic District Ordinance, for the purposes of confirming certain
powers, duties and voting procedures of the Historic Architectural Review Board.
Administrative Approvals since November 19, 2025, HARB Meeting:
Council will review the following Administrative Approvals since the November 19,
2025, HARB Meeting:
COA-250083, MINOR PROJECT – 12 Chambersburg St – Twin Bridges Farm LLC
Repair and replace rubber roof membrane and roof curbs. All applications must meet the
Secretary of the Interior Guidelines.
COA-250084 Minor Project – 117 Baltimore Street – County of Adams
Remove slate roof (reverse mansard style) and replace with shingles and replace rubber
roof membrane. This slate roof and roof work is not visible from the public right-of-way
and was discussed during the October 15th HARB Meeting as public comment to be
reviewed through the ADMIN Process approved by Chair Stone. All applications must
meet the Secretary of the Interior Guidelines.
COA-250085 Minor Project – 241 Baltimore Street – Ted Hirt
Replace existing shingled roof and flat tar roof, gutters, and downspouts. Shingles will be
a GAF Timberline HDZ shingle. All applications must meet the Secretary of the Interior
Guidelines.
COA-250091 Minor Project – 312 Baltimore Street – Gettysburg Area Restoration c/o
Ted Hirt
Remove and replace portions of rubber roof at back of premises (facing east) and replace
with new synthetic slate at various roof locations of the building (predominantly at the
north and east facing portions of the building) with wood, repair and replace rotten flashing
and other wood elements, gutters, and downspouts. All applications must meet the
Secretary of the Interior Guidelines.
COA-250087 Minor Project – 522 York Street – William Shelton
Replace existing shingled roof and rubber sections with new rubber. Shingles will be GAF
Architectural Shingles. All applications must meet the Secretary of the Interior Guidelines.

COA-250089 Major Project – 29 E. Middle Street – Darren Glass
Emergency demolition of rear block garage due to structural deficiencies causing failure
of structure as determined by the Borough Engineer; and PMCA permit for demolition was
approved. All applications must meet the Secretary of the Interior Guidelines.
Council will consider individually the following motions to accept the recommendations
of the Borough of Gettysburg Historic Architectural Review Board (HARB) following its
review of Certificate of Appropriateness project applications presented to the Board under
New Business at their November 19, 2025:
Motion to accept the HARB recommendation for COA-250090 MAJOR PROJECT:
25 Steinwehr Avenue – Crossed Cannons Studio LLC for the roof project to include the
seal coating of the front porch and rear roof of the main structure, seal coating of the
diamond-shaped metal roof on main structure, and to replace the rear garage roof with
asphalt shingles as presented.
Motion to accept the HARB recommendation for COA-250088 MAJOR PROJECT:
9 Hanover Street – Go Permits LLC for the replacement of 20 existing windows with
Vytex Potomac Double Hung Windows with standard sashes which will include seven
front façade windows with a two-over-two window style and grids, and 13 side and rear
windows with one-over-one window style without grids; and will include half screens on
all windows and that any grids will be simulated divided lights, conditioned that the
applicant can use two-over -two windows with grids for the entire project.

A motion to accept the eligibility list of candidates for the open position of entry-level
patrol officer, as certified to and submitted to the Borough Council by the Civil

object to the candidate certified to by the Civil Service Commission on its eligibility
list submitted to the Council.
A motion to make a conditional appointment of Katherine Masesie, as the firstranked candidate on the eligibility list, as certified to and submitted to the Borough

an estimate of annual revenues and receipts for the Fire Protection Services Fund in
the amount of $243,434 and an estimate of annual expenditures in the amount of

A motion to adopt the Borough of Gettysburg budget for fiscal year 2026 containing
an estimate of annual revenues and receipts for the Community Development Block
Grant (CDBG) Fund in the amount of $127,240 and an estimate of annual

A motion to adopt the Borough of Gettysburg budget for fiscal year 2026 containing
an estimate of annual revenues and receipts for the Capital Projects Fund in the

A motion to adopt the Borough of Gettysburg budget for fiscal year 2026 containing
an estimate of annual revenues and receipts for the Capital Reserve Fund in the
amount of $63,401 and an estimate of annual expenditures in the amount of
$1,391,049.
A motion to adopt the Borough of Gettysburg budget for fiscal year 2026 containing
an estimate of annual revenues and receipts for the Liquid Fuels Fund in the amount
of $179,366 and an estimate of annual expenditures in the amount of $204,191.
A motion to adopt the Borough of Gettysburg budget for fiscal year 2026 containing
an estimate of annual revenues and receipts for the Revolving Loan Fund in the
amount of $9,374 and an estimate of annual expenditures in the amount of $0.
A motion to adopt the Borough of Gettysburg budget for fiscal year 2026 containing
an estimate of annual revenues and receipts for the ARPA Fund in the amount of
$5,933 and an estimate of annual expenditures in the amount of $378,000.
A motion to enact proposed Ordinance 1500-25, for the purpose of fixing the tax rates
and levying the taxes of the Borough of Gettysburg for fiscal year 2026 at 4.7702 mills
on each dollar of real estate assessed valuation for general Borough purposes, 30 mills
on each dollar of occupational assessed valuation for general Borough purposes, and
at .5000 mills on each dollar of real estate assessed valuation for fire protection
services appropriations tax purposes.
A motion to appoint Nicholas Redman as a member of the Gettysburg Borough
Planning Commission for a four (4) year term, commencing in January 2026 and
expiring in January 2030.
A motion to appoint Jenny Dumont as a member of the Gettysburg Borough Planning
Commission to complete the remainder of the unexpired four (4) year term of office
of Sarah Kipp, which term shall expire in January 2027.
A motion to appoint Patrick Naugle as a member of the Board of the Gettysburg
Borough Storm Water Authority for a five (5) year term, commencing in January
2026 and expiring in January 2031.
A motion to adopt a resolution appointing Michael Birkner as a member of the
Zoning Hearing Board of the Borough of Gettysburg for a five (5) year term
commencing in January 2026 and expiring in January 2031.
