A motion to approve the September 8, 2025 agenda as presented.

A motion to approve minutes of the Council Meeting held on August 11, 2025; the
Special Council Meeting held on August 18, 2025; and the minutes of the CDBG Public
Hearing #2 and the Council Work Session, both held on August 25, 2025, and the
Special Work Session held on September 3, 2025 as presented.

A motion to schedule and set a public hearing of the Borough Council to be held on
Monday, October 27, 2025, commencing at 6:00 p.m., to be conducted for the purposes
of informing and obtaining public comment in connection with the proposed
amendment of the Gettysburg Borough Zoning Ordinance and Zoning Map, resulting
from the Borough’s comprehensive zoning review and revision process.

Administrative Approvals since August 20, 2025 HARB Meeting:
Council will review the following Administrative Approvals from the August 20, 2025
HARB Meeting:

COA-250065 MINOR PROJECT: 119 Carlisle Street – Monahan Realty Company for
the replacement of the existing asphalt shingles, installation of ice and water shields on
eaves and valleys, and the replacement of the flashing and ridge vents as needed. All
applications must meet the Secretary of the Interior Guidelines;

COA-250066 MNOR PROJECT: 1 Lincoln Square – Gettysburg Hotel Investors for
the replacement of 46 existing windows (1980 Wincore clad wood sash and vinyl jamb
liner) with ‘in-kind’ Sierra Pacific wood clad window sashes with clad frames. All
applications must meet the Secretary of the Interior Guidelines.
HARB Motions from August 20, 2025:

Council will consider individually the following motions to accept the
recommendations of the Borough of Gettysburg Historic Architectural Review Board
(HARB) following its review of Certificate of Appropriateness project applications
presented to the Board on their Consent Agenda at their August 20, 2025:

Motion to accept the HARB Consent Agenda recommendation for COA-250064
MAJOR PROJECT: 700 Baltimore Street – Tamco Construction Inc/GMA for the
demolition of an above ground water storage tank (424 E. Middle Street billing
address);

Motion to accept the HARB Consent Agenda recommendation for COA-250058
MAJOR PROJECT: 120-122 Carlisle Street – HAP CO Realty LLC for the
replacement of existing wood fencing (rotten) with six-foot-tall white vinyl fence in
same location.

Council will consider individually the following motions to accept the
recommendations of the Borough of Gettysburg Historic Architectural Review Board
(HARB) following its review of Certificate of Appropriateness project applications
presented to the Board under New Business at their August 20, 2025:

Motion to accept the HARB recommendation for COA-250061 MAJOR PROJECT:
219 Steinwehr Avenue – Maurice Small for the installation of a new prefabricated twostory accessory structure/barn conditioned that the roofing materials mimic the
roofing materials of the main structure;

Motion to accept the HARB recommendation for COA-250072 MAJOR PROJECT:
432 S. Washington Street – Adams County Habitat for Humanity for the new
construction of a duplex for Habitat for Humanity as it relates to the presented
drawings;

Motion to accept the HARB recommendation for COA-250073 MAJOR PROJECT:
120 N. Stratton Street – Charles and Valerie Huber for the demolition of a side shed,
restoration of the vinyl siding, and repairing the driveway/parking area;

Motion to accept the HARB recommendation for COA-250071 CRITICAL
PROJECT: 219 S. Washington Street – Adams County Historical Society for the
demolition of later additions and the Phase 1 restoration of the original log structure
to its original 1840s appearance;

Motion to accept the HARB recommendation for COA-250067 MAJOR PROJECT: 0
Lincoln Cemetery – AME Zion Church for the construction of a 14-foot by 16-foot
pergola on top of an existing elevated stage.

A motion to approve Application for Payment #1 to Kinsley Construction, for the
North Washington Street – C2P2 project, in the amount of $318,373.15 as
recommended by the Borough Engineer.

A motion to approve Application for Payment #2/Final to Arch Masonry Inc., in the
amount of $29,385.20, for the Racehorse Alley Parking Garage Maintenance 2025
project, as recommended by the Borough Engineer.

A motion authorizing the Borough of Gettysburg to execute and deliver the
Temporary Construction Easement Agreement with Alexander Zaharias and Janet
Lucille Smith, owners of property identified by street address 336 Baltimore Street, in
connection with the construction of a new facility at 340 Baltimore Street referred to
as the “Welcome Center Project”.

A motion authorizing the Borough of Gettysburg to execute and deliver the
Temporary Construction Easement Agreement with Gettysburg Works, LLC, owners
of property identified by street address 344 Baltimore Street, in connection with
construction of a new facility at 340 Baltimore Street referred to as the “Welcome
Center Project”.

A motion authorizing the Borough of Gettysburg to execute and deliver the Permanent
Easement Agreement with Gettysburg Works, LLC, owners of property identified by
street address 344 Baltimore Street, for the construction and maintenance of a new
sidewalk and fence, to ensure the continued integrity of the sidewalk and fence and to
provide access to the Property for the purposes of installation, operation, inspection,
maintenance, repair, and replacement of the sidewalk and fence, in connection with
construction of a new facility at 340 Baltimore Street referred to as the “Welcome
Center Project”.

A motion to authorize Crabtree Rohrbaugh & Associates, Architects for the new
facility at 340 Baltimore Street referred to as the “Welcome Center Project”, to
advertise for the procurement of competitive bids.

E. Police Department

A motion to enact proposed Ordinance No. 1495-25 for the purpose of amending and
replacing Chapter 1.A., Part 4, Section 403 of the Code of Ordinances of the Borough
of Gettysburg, relative to the update, revision and confirmation of the qualifications,
abilities, duties and responsibilities of the Borough Office of Chief of Police.

A motion to adopt Resolution No. 090825-1 for the purpose of amending the Rules and
Regulations for the Civil Service Commission of the Borough of Gettysburg relative to
the qualifications and requirements for the position of Chief of Police.

A motion to authorize and provide notification to the Civil Service Commission of the
Borough of Gettysburg to request the certification of an eligibility list, by the Civil
Service Commission, for the position of entry-level patrol officer of the Gettysburg
Borough Police Department.

A motion to approve all bills and payrolls for the month as presented.

A motion to authorize a COLA increase for retired police pensioner Kevin Wilson, to
be paid from the Police Pension Plan effective August 1, 2025.

A motion to approve the 2026 Minimum Municipal Obligation (MMO) based upon
market value of assets for the Gettysburg Police Pension Plan in the amount of
$243,731.00, and the Non-Uniformed Pension Plan in the amount of $142,489.00.

A motion to adopt Resolution No. 090825-2 authorizing the submission of an
application to the Pennsylvania Department of Community and Economic
Development by the County of Adams, on behalf of the Borough of Gettysburg, for
grant funding through the Community Development Block Grant (CDBG) Program
for FY2025 in support of the Adams County Children’s Advocacy Center, Building
Brighter Tomorrows Center renovation project at 224 Baltimore Street within the
Borough. Charles R. Gable, Borough Manager, and Sara L. Stull, Borough Secretary,
are hereby authorized to sign, attest, execute and deliver any necessary application
forms and documents required for the submission of the CDBG Grant Program
application.

A motion to appoint Stephanie Shaara to the Gettysburg Historic Architectural
Review Board to complete the remainder of the unexpired five (5) year term of office
of Andrew Johnson which term will expire in August 2026.

A motion to appoint Robin Wagner as a member of the Shade Tree Commission for a
five (5) year term expiring in October 2030.
