An executive session was conducted by the Borough Council of the Borough of
Gettysburg immediately following the adjournment of its monthly work session
public meeting held on July 28, 2025 consistent with section 708(a)(1) and section
708(a)(5) of the Sunshine Act.
An executive session will be conducted by the Borough Council immediately following
the adjournment of this evening’s monthly general business public meeting consistent
with section 708(a)(1) and section 708(a)(5) of the Sunshine Act for the following
purposes: (1) to provide updated information and to discuss matters involving the
employment and appointment of current or prospective Borough employees, the
terms and conditions of employment, and the evaluation of performance of current
Borough employees; and (2) to review and discuss matters of Borough business which,
if conducted in public, could lead to the disclosure of information or confidentiality
protected by law.

The Council will consider individually the following motions to accept the
recommendations of the Borough of Gettysburg Historic Architectural Review Board
(HARB) following its review of Certificate of Appropriateness project applications
presented to the Board at its July 16, 2025 meeting:
 Motion to accept the HARB Consent Agenda recommendation for COA-250048
MAJOR PROJECT: 136 W. High Street – Christopher Garpstas for the
installation of wrought iron classic style railings to the front and rear entrance
 Motion to accept the HARB Consent Agenda recommendation for COA-250059
MAJOR PROJECT: 227 Baltimore Street – Amy Mozuch-Dell for the replacement
of rear vinyl porch windows with screens and the replacement of the existing six-foot
rear fence with a new metal fence
 Motion to accept the HARB Consent Agenda recommendation for COA-250060
MAJOR PROJECT: 227 Baltimore Street – Amy Mozuch-Dell for the repair and
repainting of trim doors, soffit, and fascia; repointing of brick and replacement of Dutch
Lap siding; and the repair and extension of the eave of the rear porch; and the

the new construction of a Welcome Center as it relates to the presented drawings and

PROJECT: 99 Steinwehr Avenue – Jacqueline White for the demolition of a rear
nondescript CMU block garage

monuments to house documents as appropriate in a park in the Historic District

A motion to authorize the solicitor to prepare a proposed ordinance for the purpose
of designating certain areas at the northern portion of Hillcrest Place, near its
intersection with Locust Avenue, on both the eastern and western sides of such public
street, as residential parking permit street areas for inclusion in the Borough’s
Residential Parking Permit System, as regulated pursuant to Chapter 15, Part 10 of
the Code of Ordinances of the Borough of Gettysburg.
A motion to authorize the solicitor to proceed with the preparation of a proposed
ordinance for the purposes of making and incorporating comprehensive revisions,
modifications and amendments to the Borough regulations relative to Motor Vehicles
and Traffic, as set forth in Chapter 15 of the Code of Ordinances of the Borough of
Gettysburg.

Motion to approve Application for Payment #1 to Arch Masonry Inc., in the amount
of $41,556.80, for the Racehorse Alley Parking Garage Maintenance 2025 project, as
recommended by the Borough Engineer.
A motion to award the base bid items only for the FY 2023 Curb Ramp Replacements
Project to the lowest qualified, responsive and responsible bidder, Kinsley
Construction, at their bid of $151,325.00

Motion to ratify the temporary appointment by Mayor Rita Frealing of Master Patrol
Officer William Orth, as an acting Sergeant, and the Mayor’s delegation of certain
police force supervisory duties to Officer Orth, effective on July 14, 2025, relative to
the day-to-day operations of the Gettysburg Borough Police Department.
A motion to authorize the Borough to enter into an agreement for consulting services
with David Steffan to serve as an interim administrative consultant for the provision
of administrative oversight, leadership and guidance to the Gettysburg Borough
Police Department. Mr. Steffan shall be compensated at the rate of $55.00 per hour
for the performance of such consulting services consistent with the terms of the
agreement.
