An executive session was conducted by the Borough Council of the Borough of
Gettysburg immediately following the adjournment of its organization
meeting held on January 5, 2026 consistent with section 708(a)(1) and section
708(a)(5) of the Sunshine Act.
An executive session of the Borough Council will be conducted immediately
following the adjournment of this evening’s monthly general business meeting,
consistent with section 708(a)(1) and section 708(a)(5) of the Sunshine Act for
the following purposes: (1) to provide updated information and to discuss
matters involving the employment or appointment of current, prospective or
former Borough employees; and (2) to review and discuss matters of Borough
business which, if conducted in public, could lead to the disclosure of
information or confidentiality protected by law.
V. Approval of Agenda and Minutes – Council
A motion to approve the January 12, 2026 agenda, as presented.
A motion to approve the minutes of the Borough Council Meeting of December 8,
2025; and to approve the minutes of the Borough Council Organization Meeting of
January 5, 2026, each as presented.
VI. Nomination, Selection and Appointment of Eligible Person to fill Vacancy of
Member At-Large on Borough Council.

B. Nomination and selection of an eligible person to fill the vacant office of member
at large of the Borough Council of the Borough of Gettysburg in order to fill the vacancy in that elective office due to the resignation of Chad-Alan Carr to enable his qualification as the elected Mayor of the Borough of Gettysburg.
C. A motion to adopt Resolution No. 011226 appointing as
the member at-large of the Borough Council of the Borough of Gettysburg in
order to fill the vacancy in that elective office, with such appointment expiring on
January 3, 2028, which is the first Monday in January following the November
2027 municipal elections.

A motion to adopt Resolution No. 011226-2 approving the request for an intermunicipal transfer of a Restaurant Liquor License (License No. R16082; LID No. 68412) from previously approved licensed premises located at 70 Presidential Circle in Straban Township, Adams County, Pennsylvania to the proposed licensed premised located at 29 North Washington Street in the Borough of Gettysburg, as the receiving municipality.
or, in the alternative,
A motion to elect an extension of time not to exceed sixty (60) days in order to render
a decision on the within intermunicipal restaurant liquor license transfer request of
the Applicant, Jay Dipoma 8, LLC, until the February 2026 monthly general business
meeting of the Borough Council, scheduled for Monday, February 9, 2026.

Council will consider individually the following recommendations of the Borough of
Gettysburg Historic Architectural Review Board (HARB) following its review of
Certificate of Appropriateness project applications presented to the Board at its December
17, 2025 meeting:
A motion to accept the HARB recommendation for COA-250098 Major Project – 110
Baltimore Street – Eric Miller for the installation of an exterior vent/fan. All
applications must meet the Secretary of the Interior Guidelines.
A motion to accept the HARB recommendation for COA-250093 MAJOR
PROJECT: 522 York Street – Front Runner Construction c/o William Shelton for
the siding replacement project to include the installation of five-inch Provia
Willowbrook Dutch Lap White Vinyl Siding conditioned that the removal of the
existing asbestos siding coincide with the insurance directives for the asbestos
abatement process.
A motion to accept the HARB recommendation for COA-250092 MAJOR
PROJECT: 120 N. Stratton Street – Charles Huber for the new construction of a
carport / storage shed that will match the existing structure and have a gravel access
driveway conditioned upon the use of 5V Crimp for the metal roof instead of standing
seam.
A motion to accept the HARB recommendation for COA-250096 MAJOR
PROJECT: 22 W. High Street – Gettysburg Community Soup Kitchen for the
emergency repair / replacement of the plastic corrugated-style panel roofing with a
charcoal color 18 ft x 22 ft Endura 29-guage corrugated metal panels noting that the
roof over the carport serves as the serving area for the Soup Kitchen.
A motion to accept the HARB recommendation for COA-250097 MAJOR
PROJECT: 218 Chambersburg Street – Jason P. Zielwicz for the demolition of an existing stairway and the construction of a new wood second-floor rear deck and stairway which would be 24 ft x 8 ft in dimension, will match the existing floor-level concrete pad, and conditioned that the new handrails meet building code requirements.

A motion to authorize a COLA increase for retired police pensioner, Matthew
Harvey, to be paid from the Police Pension Plan effective February 1, 2025.
A motion to appoint Tammy Murdorf as the Borough’s representative to the Board
of Directors of the York Adams Tax Bureau and to appoint Lisa Angstadt as the
Borough’s alternate representative to the Board of Directors of the York Adams Tax
Bureau.
A motion to appoint Tammy Murdorf as the Borough’s representative to the Adams
County Tax Collection Committee and to appoint Lisa Angstadt as the Borough’s
alternate representative to the Adams County Tax Collection Committee.
