1. Consideration of a motion to appoint the following candidates to the Hanover Borough
Recreation Board and the Hanover Borough Planning Commission:

2. Consideration of a motion to fill a full-time trainee position at the Regional Wastewater
Treatment Plant, at the hourly rate of $18.95, per the collective bargaining agreement
with American Federation of State, County, and Municipal Employees, AFL-CIO
(AFSCME Blue).
3. Consideration of a motion to approve Resolution No 1348 for collection procedures and
adopting a schedule of attorney fees to be added to the amount collected as part of
municipal claims for delinquent water, sewer, trash, fines and assessment accounts.
Department of Planning and Engineering – Mr. Hegberg
1. Consideration of a motion to approve the Quite Title action for unopened access off
Railroad Street for the property at 229 Carlisle Street.
2. Consideration of a motion to approve Resolution No. 1349 approving the Final Minor Land
Development for Rutter’s at 661-663 Broadway.
3. Consideration of a motion to authorize emergency repairs to the property located at 14
Carlisle Street.

Public Works Department- Mr. Hegberg
1. Consideration of a motion to approve the Keystone Purchasing Network (KPN) proposal
submitted by Lobar Associates Construction for replacement of the Municipal Building
roof at 44 Frederick Street in the amount of $292,011.86.
2. Consideration of a motion to approve the following items in reference to the Transfer
Station Hauling bid:
a. Reject all bids opened May 18, 2022
b. Approve extension of contract with Sullivan Hauling until 7/31/22
c. Approve advertisement and rebid of contract for July approval
3. Consideration of a motion to approve the 2023 Borough Ford vehicle pre-ordering
including the following items:
a. Police:
• Marked Interceptor Hybrid Utility $45,500
• Marked F-150 Responder $50,295
b. Public Works:
• F-350 Utility body with plow $74,105
c. Water Distribution:
• F-550 Utility body $76,028
4. Consideration of a motion to approve the 2022 Water Meter Department Change Order
for purchase of a Ford Transit Van in the amount of $44,000, due to the unavailability of
the original $31,000 2022 budgeted item funded through the Water Department budget.
5. Consideration of a motion to approve the purchase of a Graco line painter in the amount
of $8,500 as a necessary replacement funded through the 2022 Public Works budget.
6. Consideration of a motion to approve Resolution No. 1350 for approval of a Contribution
Agreement for stormwater improvement upgrades in coordination with the PennDOT
Route 194 Paving Project in the amount of $94,201.00 funded through the Liquid Fuels
fund.
7. Consideration of a motion to approve Resolution No. 1351 for authorization for the
Hanover Borough Council President to sign the Contribution Agreement for stormwater
improvement upgrades in coordination with the PennDOT Route 194 Paving Project on
Behalf of The Borough of Hanover.
Public Safety Committee – Mr. Lockard
1. Consideration of a motion to authorize advertisement of the proposed Hanover Borough
Noise Ordinance for consideration at the July 27, 2022 Council meeting.

2. Consideration of a motion to approve Ordinance No. 2325 amending Ordinance No. 2284
adopting the Fire Code, as set forth in Chapter 212 of the Hanover Borough Code
clarifying definitions related to recreational fires and specifically repealing Ordinance No.
1060, as set forth in Chapter 159 of the Hanover Borough Code.
3. Consideration of a motion to approve Ordinance No. 2326 amending Ordinance No. 685
as set forth in Chapter 346 of The Hanover Borough Code implementing right turn only
restrictions at the following intersections:
a. York and Walnut Streets;
b. North and South Franklin Street at Frederick Street;
c. East and West Walnut Street at Baltimore Street;
And creating twelve (12) feet of restricted parking on either side of the driveway at 316
Broadway.
Governance & Policy Committee – Dr. Rupp
1. Consideration of a motion to approve the Mandatory Training and Certification Policy for
Hanover Borough employees.
